ASEAN offshore wind investment boom: Q3 2026 total installed capacity expected to exceed 50GW

Vietnam: Leading regional offshore wind development
As the leader of ASEAN offshore wind, Vietnam in July 2026 approved three large offshore wind projects in Binh Dinh and Ninh Thuan provinces, with a total capacity of 5.2 GW. These projects use turbines of 8 MW or more, and are scheduled to be grid-connected by 2028. Vietnam's government set a 2030 offshore wind target of 20 GW, with about 60% of planning completed, attracting investment consortia from Denmark, Japan, South Korea, etc.
Philippines: Policy easing triggers project surge
On July 15, 2026, the Philippine Department of Energy issued new regulations relaxing foreign ownership restrictions, allowing 100% foreign participation in offshore wind projects. Within two weeks of the policy announcement, 12 projects with a total capacity of 9.8 GW submitted development applications. Indonesia's Minister of Energy and Mineral Resources stated that offshore wind will become a key pillar of the country's net-zero emissions target by 2050.
Global capital inflows, industry chain opportunities emerge
The explosive growth of offshore wind has driven investment in related industry chains. In the first half of 2026, orders for wind turbine installation vessels in ASEAN increased by 300%, submarine cable demand rose 220% year-on-year, and port upgrade project investments exceeded $4 billion. According to an analysis report by the International Renewable Energy Agency (IRENA), the levelized cost of energy for ASEAN offshore wind has dropped to $55 per MWh, down 40% from 2020, approaching coal-fired power generation costs, further highlighting economic viability.
Challenges and outlook: Urgent need for grid connection and energy storage
Despite bright prospects, regional offshore wind still faces challenges such as weak grid infrastructure and insufficient energy storage support. The ASEAN Power Grid (APG) interconnection plan has been put on the agenda, but cross-border coordination still takes time. In addition, the cost of battery energy storage systems needs to further decrease to balance output fluctuations. Multiple financial institutions such as the Asian Development Bank and Standard Chartered have set up special green funds to support supporting energy storage facility construction.
Overall, ASEAN offshore wind is shifting from policy-driven to economy-driven, and is expected to attract over $200 billion in investment from 2026 to 2030.
